Jubilee Park Enhancement Plan

The draft Jubilee Park Enhancement Plan was endorsed by Council at its meeting on 27 July 2020 . The project team will now develop a proposed schedule of works for Jubilee Park and will provide further updates to the community when works are to be undertaken.

A big thankyou to everyone who provided feedback on proposed key elements being considered for Jubilee Park.

Consultation was undertaken with key user groups, local residents and the broader community from 7 October to 3 November 2019. A stakeholder consultation group was established, comprising representatives from existing user groups at Jubilee Park. The aim of the consultation group is to assist in disseminating information to their respective members and networks, and to help guide the development of a draft Enhancement Plan.

Overall we received 140 responses, both on-line and at the drop-in sessions at Jubilee Park

How did we promote the consultation?

• Direct mail - A community information bulletin was sent to approximately 2,500 local residents in close proximity to Jubilee Park
• Emails sent to key user groups of Jubilee Park
• Media articles placed on the Maroondah City Council Corporate Website
• Social media campaign - using Councils Corporate Facebook and Twitter pages
• Promotion on Councils Corporate TV screens at all Customer Service Centers
• Posters/postcards distributed to existing user groups
• On-site signage at Jubilee Park

What did we hear?

The majority of proposed key elements being considered for Jubilee Park received a high percentage of support from respondents.

Survey results indicated a higher level of 'Do not support' for elements proposed under Enhanced Sporting Facilities, relating to upgrades to Soccer playing surfaces, scoreboard and lighting. Respondents who gave this response cited reasons including soccer being previously upgraded and everything is currently in good condition, Soccer is a relatively new sport, money should be spent on other sports and concerns for over spill of lighting impacting nearby residents.

All feedback received during this consultation stage will be reviewed by the project team, and will inform a draft Enhancement Plan for Jubilee Park. Further consultation opportunities on the draft Enhancement Plan will be provided.

In September 2019 we asked the community and key user groups to share their thought on proposed key elements being considered for Jubilee Park:

Enhanced bushland

• Continue to develop and implement strategies that address loss of tree canopy
• Additional tree planting to increase bushland areas

Enhanced sporting facilities

• Improved multipurpose RO Spencer Pavilion – primary use for football and cricket however it will provide opportunities for other community groups to use during non-game/training times (subject to external funding)
• New regional indoor cricket training hub (possible use by other sports) adjacent to pavilion (subject to external funding)
• Improved spectator viewing area adjacent to the pavilion and around Russel Lucas oval (subject to external funding)
• Lighting upgrade for Russell Lucas oval (subject to external funding)
• Pavilion refurbishment, incorporating female friendly change facilities, new lighting and new scoreboard at Jubilee oval number 2 (subject to external funding)
• Amenity improvement of tennis pavilion, fence replacement, installation of hot shots court (subject to external funding)
• Soccer playing surface renewal
• New soccer scoreboard improved spectator viewing area and lighting upgrade

Enhanced open space

• Consolidate playgrounds and include a new picnic area
• Review dog off leash areas to improve safety
• Additional landscaping
• Improved lighting across the precinct (subject to external funding)
• Use open space design principles that enhance public safety, including security around maintenance sheds

Enhanced accessibility

• Consideration of a possible pedestrian crossing at Greenwood Avenue, subject to further traffic studies and investigations (subject to external funding)
• Improved carpark amenity and lighting (while being sympathetic to the natural setting of the park (subject to external funding)
• Improved pedestrian and cycling connectivity between facilities and within the precinct
• Improved vehicle and pedestrian access into Russell Lucas Oval
• Improved signage/wayfinding within the precinct

Feedback on these proposed key elements will assist Council in developing a draft Enhancement Plan for Jubilee Park.
